The Public Observational Domains (POD) hub publishes structured observational records generated under declared engine versions and domain registries. Each record represents a deterministic structural computation — not a prediction, opinion, or recommendation. These records exist to preserve transparency, reproducibility, and version-bound integrity.

- A new Record ID is issued for updates.
- Prior versions remain archived (no retrospective alteration).
